Default 95 DS 48V sepex but...?

This 95 Club Car DS (A9551) fell in my lap to fix. Seems to be an early "Franken-cart". Owners say it ran when the bought it a couple years ago - but not since. It drove one time after they got it home, then no more and has been sitting in their garage. The wiring is a collection of splices and what appears to be a conversion harness, so I'm still trying to figure out just what I've got here. Most of the wiring appears to be like this diagram: https://buggiesgonewild.com/attachme...5&d=1370459009 .5 wire fwd rvs switch, MCOR 4, 2 solenoids, single resistor coil on a separate board, no "tow/run" switch, some kind of "adapter" harness (16 pin) into the controller that looks like the one in this diagram http://www.studmonkeyracing.com/forums/48vregen.jpg . No model # or serial # on this controller. Only label I find says "Remanufactured Component" then a sticker saying "Quality verified by" but the rest is hand written and smudged beyond recognition.
OBC appears to be bad, I can jumper to ground and make it charge. Batteries currently at 50.6 volts. Solenoid clicks, but no movement. Solenoid is good, pack voltage at controller when pedal is depressed, but no voltage change B+ to M-. Throttle signal is good, but though to chase the rest without knowing for sure what wiring diagram I should be using. Any thoughts?
