Shocks won't give it any more weight capacity or keep it from sagging, that's the springs. When you say something is welded together in the rear, we really won't know what you've got without pictures of it.
Normal suggestions would be to replace the soft leaf springs with heavier ones, or a "budget" version is to cut the ends off of an old leaf spring, cut it in half and use those as a "helper" leaf in place under the existing leaf springs.
Without seeing what was welded together I'm not sure if either of those is a possibility.
