89 CC is a good year but, it didn't come with a controller. It came a factory resistor cart... So someone has upgraded and it seems that when they did, they heated the solenoid directly instead of thru the key switch. Download the wiring diagram which best matches your cart now and follow the secondary electric circuit to where the previous mechanic made the mistake....
