I think it is easier to look for an FNR based on its intended application rather than by the cart year which for some years is confusing.

If You have a resistor cart your FNR only has 1 micro-switch.

If You have a Controller cart your FNR has 3 micro-switches.

1995 was an odd year as Club Car tried a 0-5kΩ throttle for the controller, the only difference is that in that model the micro-switch #3 only used 2 terminals instead of 3.

If you get the later model (1996+) 3 micro-switch FNR, it would work for any of the previous Controller cart configurations.
