I never heard of resistance reading of a capacitor to determine its value

About the only thing You can check with an ohmmeter is if the capacitor is open or shorted, other than that, there is no way to verify the capacitance value.

Be very careful around that capacitor, it has about 480v AC on it!

The sense wire should be connected to the negative output of the charger.

You can google the actual model number of your charger as they have either 4mfd or 3mfd versions.

Since the charger is not coming on, I would connect the sense wire first and go from there.
