Thanks guys! I know EXACTLY what it is. While installing a shim mod on my 4-wheeler, it slapped me in the face. Yes, I'm not going to lie, this was my mud cart. And my guess (which is most likely right) is that mud gathered inside the (clutch)? And jammed up the rollers, not allowing it to compress the belt fully to change gear ratio. I am going to strip and clean it tomorrow, and I'll post back if this is the solution so others can benefit.

I like the way I removed it. On the precedent model, I removed the back panel, exposing the transmission. I then loosened a bolt on a lever that the throttle cable pulls. Then I sprayed some silicone oil on the pin, where it stays as the lever moves. Then if I want to fix it back, just tighten the bolt. Plus when I used a zip tie it seemed to use more gas and it would smell like raw fuel. Just my .02. Thanks again guys.
