Club Car only used the pot boxes for a year (maybe two) in the mid 90s. They were a very bad setup for under the cart where water could get in and mess them up. You can take the cover off the pot box and play with the rheostat lever to see if that changes anything.
The much more improved throttle control is the MCOR, which is a sealed waterproof unit. They now sell kits you can buy that convert the pot box setup to MCOR.
As for the hand operated control, I have never heard anyone doing this, but I sure it can be done. How would it work, would there be a lever on the steering column or something?
