Take some compressed air and blow all the junk out of it first. A little brake cleaner will help as well.
Try to rock the weights side to side on the pivot posts, if there's a bunch of play in them replace the weights. Those don't "look" bad, but it's hard to tell without actually seeing them.


Roll the weights all the way in towards the center of the clutch.
The washer goes on the center post of the clutch. Place the worn side facing Out so it matches up with your weights. If you replace the weights, then flip the washer so the Unworn side faces out.

Line up the 3 brown buttons in the outer cover with the slides in the moveable sheave.

Push them together and spin the assembly so the notch in the post lines up with the key notch in the center hole of the outer cover.
Install the clutch retainer bolt and washer.
