I am afraid it is too difficult to tell much from the pictures. I note that the head is real coked up with carbon, but that would not stop it running. Also the carbon deposits look very wet. is that exactly how it was when you removed the head, or have you tried cleaning it with something.
If it was like that, then it looks like you are not getting a good spark to fire the fuel mixture, or the carb is allowing way too much fuel in and trying to run very rich.

One of the inlet valves is sunk in a little but not enough to cause a problem, the other seems to sit quite proud of the seat, but maybe you have the rockers still attached along with the camshaft and the rockers are holding valves slightly open. If not, you may have something holding the valve slightly open and not allowing you to get full compression. i suggest while the head is off, completely stripping it down and cleaning and inspecting everything for condition. I am not sure if you have already checked for a good spark, but if not, lack of spark would cause a very wet head due to not firing.

I will have to go look at your other posts to see what you have done so far and come back to you. Meanwhile keep asking on the forum as i dont get here everyday and someone else may pop by to help.

To answer your question in my PM.

That is exactly how it looked when I took the head off. In that picture I have the rockers and camshaft removed. Nothing was holding the valves expect for the springs. I have removed all the springs, & valves and have gave them all a good cleaning. It was the two out valves that had all of the carbon built up which I attempted to remove.

What is your suggestion on testing for good spark? I know there is spark on both plugs and have recently replaced the spark plugs.
