OK, this has been bugging me, so I went to my G16 service manual and here is what I found:

Grounding the blue wire from the TCI kills the spark. (so the relay is closed when de-energized)

The test in the manual says to unplug the wires at the stop relay and if no spark is present to replace the TCI unit. (looks like your plan !!)

If you want to test your pick-up (TCI) here are the resistances listed in the manual:
Spark plug lead to blue wire = 10.5K ohm to 12.9K ohms.
(shouldn't include resistance of plug boot)
Blue wire to ground = .9 to 1.5 ohms.
