You have something else wrong.
A 400 amp controller on a series cart with a D&D motor shouldn't break a sweat and hardly slow down going up hills if they're not too steep.

When you did 4ga cables, how many did you do, if it is just 5 you need 8 or 9 more (motor, F-N-R switch, controller and solenoid).

It was mentioned earlier but now is a good time to load test your batteries. At least post the individual battery voltages after charging and resting for a few hours.

I wouldn't say the hills are too steep, it pretty much bogs down at the foot of the hill or whenever the speed of going down one is lost going up the next one.

Every 6ga wire was replaced with 4ga throughout the whole system. I used the kit from ShopEZGo.

I will get a reading from the batteries for you soon. I agree that something else must be not correct because it feels almost identical to stock on both the motor and controller after upgrades.

It SOUNDS like you actually have a battery issue. Get a couple of alligator clips for your digital volt meter and hook it to the full pack. Take a reading at rest, while moving on flat ground, and then while climbing the hill please.

Each batter reads sitting: 6.3v

Whole pack reads:
At Rest: 38.2v
Full Throttle, Flat Road: 36.1v
Full Throttle, Up Hill (slight and steep): 35.0v

Batteries look good to me.
Something is causing a throttling of the amperage somewhere, maybe the solenoid? Bad/loose battery connection? F-N-R switch contacts?
Is your controller programmable?

Is the:
cart lifted?
have a rear seat?
larger than stock tires/rims?

Have you checked ITS output?

Cart Lifted: No
Rear Seat: Yes
Tires/Rims: Stock Rims, Standard Size Tires

How does one go about checking the ITS output?

Is anything getting hot? Also are you sure they sent you the right motor? My 91 Ezgo has a 500 amp controller and the stock 2.5 motor (reworked by EMP) but it will pull up hills with little speed loss all day long no problem. If you were having a big problem climbing hills even before the controller and motor change it may be something else like the throttle.

The numbers matched on the motor and the model. I dont know of any other way to tell. The whole reason we started swapping parts was the lack of pull up the hills. Anyone have the testing procedures for the throttle for a TXT Series?
