Default 97 club car surge

I have a 97 club car, new batteries and charger. Cart seems to surge at half pedal. Runs fine wide open16 + mph. Any ideas?

You likely have a v glide throttle system. It has contact pads in it. The likely need cleaned and adjusted.

Unless it has been upgraded, that cart, from my understanding has a lot of obsolete parts that must be upgraded.

Sounds like a possible potentiometer problem to me.

Unless there is a "pie shaped box" between your batteries (some Regen 1's were that way) you have a CVP (continuously variable potentiometer) under the floor near the pedal. Those have not been manufactured for many years. They "can" be serviced/cleaned/inspected to some degree because the cover is removable (see attachment). Failing that - It can also be replaced completely using a modern MCOR "Kit" (see here).
