Default 92 club car DS Voltage to motor

I am hoping someone can help me out. my 92 Club car DS when you turn on the key you can feel the Voltage Engage the motor even with out pushing down on the Accelerator and when you turn off the key you feel it Disengage or stop delivering Voltage to the motor any one know what I should look at or troubleshoot to fix this issue?
