Default PowerDrive 2 charger buzzing but not charging

Hi all, I am a little confused on this issue. My PowerDrive 2 charger clicks when plugged into the cart. When plugged into power it acts like it wants to deliver power (buzzing) but the amp gauge reads zero and the cart does not charge. I have order new parts to do the typical rebuild but I have a feeling it is not the typical issues. Any advice is appreciated. Below is a video of what is happening to better understand the issue.

Plug it into the wall first. Then the cart.

Buzz, but no charge is usually a bad fuse, or a dead OBC in the cart.
The big fuse in the charger should be checked for continuity on all points.
The fuse in the back of the charge receptacle in the cart should be checked for continuity as well as any corrosion to the wires on the receptacle.

Corrosion or damage to the Black wire that runs from the receptacle to the OBC will cause this issue. So you also need to check the black wire at the OBC, and where it connects at the B- terminal of the controller.
