1988 three wheel ezgo wont run and i put new batteries in it

Hey guys, Im new and need help. I recently bought a three wheel ezgo that im assuming is an 88 because 88 is the last digits on the serial/manufacture tag. The cart was not working because the batteries were bad, however everything looked/looks clean. So i just replased all the batteries with some workaholics (interstate). i got nothing! It wont go forward or reverse and there is a white wire, that the old owner must of taken off the buzzer or something, with electric tape on it no hooked up. i am almost positive the batteries are hooked up right, i have double checked a thousand times. I got 37 volts when i hooked up a meter. my question is, finally, where do i go from here, other than the dealer?

if your sure your cables are right and everythiung is wired correct than jack a rear wheel off the ground and jump the large post on solenoid.........key on and in gear jump large post hit gas pedal if wheels start spinning than replace solenoid.........even if it dosn,t move see if it will click the solenoid.......................................... .
