2007 Star Golf Cart 36V motor test

I was given a 2007 36V Star Golf Cart as a entertainment project since I am a military retiree with plenty of time to invest. The issue is the I am trying to run a test to the motor out side the cart body and have followed all instructions from people that supposedly know about this issue. I have done the following:
Continuity is good within terminals and negative continuity with body. A jumper wire was ran from A1 to F1 and negative jumper cable to A2 and positive to F2. The motor tries to spin but it inclines and does not rotate.

Any further guidance will be greatly appreciated!
