Default G19E with a part not on the wiring diagram

I have a G19E that is not functioning at all. I have replaces the controller and the relay. I get no relay click or reverse buzzer, and no go either. Facing the front of the cart on the drivers side right in front of the neg end of the battery string there is a "box" bolted to the frame with a black and grey wire coming out of it. I cannot fint this "box" on any of the diagrams I have found. I cant decide if this is my issue of not.

In addition I can only get about 36V to co through the relay. Same voltage to the key and the for/rev switch.

Stumped to say the least. Any help is greatly appreciated.

P.S. This is my first one so I am totally green at this.

Is it something that looks like it was added on? Post a pic of what you've got. What's inside the box? Maybe a hidden disable switch? Just guessing...

It is an amuninum rectangle bolted to the frame where the serial number tag is. It appears to be plastig or epoxy (black) on the side the wires are coming out of. Probably 2 inches wide and 6 inches tall.

If its not stock...could be an added voltage converter for 12V accessories???

I dont think its an add on, and there is no positive power going into it. Both appear to be grounded......

Could it be the buzzer? Where is it located in the compartment?

On a gas cart, the factory buzzer is under the front cowl. About the size of a half dollar, round and black.
