Well the tie rod is cheap. If he is not sure then you might need a new mechanic. Do your tie rod checks/hub checks first. If those are tight then it is the steering box

Well, the rack housing has a bushing near each end to support the rack gear (i have seen these bushings worn/damaged, esp. on lifted carts), the tie-rods screw & lock into the ends of the rack gear. These bushings can be checked by applying up-down pressure on the tie-rods, any up-down movement is bad. There is no provisions for routine greasing/maintaining these bushings besides removing bellows boots and trying to force grease in the bushings (usually makes a big mess, with little grease actually getting inside). I do not believe they sell any of the internal rack parts individually, only a whole rack assembly. The tie-rods have been pretty good IMO, with only a little loosening in the sockets, but not "sloppy" (again, no provisions for grease/maintainence). What they are telling you seems reasonable (but they did a poor job of explaning it).

Might check bushings on A frame.
Bushings to upper and lower a frame wear and cause sloppy suspension.

raise cart & place jackstands under FRAME.
Grasp front wheel & move around. You should SEE any wear or movement.

Have seen outer tie rod ends go bad-- very little problems w/rack and pinion
(mostly related to abuse).

Ok so i have undo the steering box and the inner rod seem to be loose.. Is there any beering in the steering box ???

Please re-read description about bushings in steering rack housing. There is actually one bearing in the steering rack, it goes to the steering wheel shaft, NOT the tie rods. Replace the bearing if you want, the bushings at the ends of the rack housing will still be bad.
