Default carb question

92 carryall fe290...took the carb off to clean it...what is the screw with the plastic clip on it for?

It's an adjustment screw and the clip will only let it turn so far.

It's the Pilot Air Screw. (low RPM air/fuel mixture)
The tab is there so it can't be over-adjusted after it's been adjusted from the factory.
