2001 EZGO TXT PDS Intermittent Speed

I am having two intermittent problems with my 2001 36 volt TXT PDS. Sometimes it will not move at all. Reverse sounds but cart will not move. I can hear the click most of the time. Cant really nail down what make it start working except it seems that sometimes switching it from run to tow and leaving it for a minute will do it. The other problem is that sometimes it only runs at max speed no matter how far pedal it pushed. Sometimes switching it from run to tow will fis this as well.

Both seem to occur completely cool or running for a while, or batteries full or discharged some.

Any idea would be a great help. Thanks in advance!
