So when I install factory spring mounts and put the spring on top of the axle I'm getting 3" above where it is now. I should be getting about an inch. I don't know what this thing looked like new but the springs look heavy duty. Can I remove a leaf?

If the springs have more than one leaf, they are heavy duty. The heavy duty leaf springs are 1.6 inches thick. So you are getting an extra 1.5 to 2 inches or so as a result of the springs, not the lift. Here's something to know, a lifted cart without a slight amount of rake (tilted toward front wheels slightly) will actually look odd. SUV AND TRUCK manufacturers all do this slightly. Why? Because it looks odd without it.

The only way to have your true 4 inch lift exactly level with the fron is to purchase a new set of stock leaf springs.
Downside: if you haul or have a lot of passengers, your cart will eventually rub the wheel wells in some instances.

LASTLY: your extended leaf spring holders are not doing you any favors. Personally, I would buy stock ones and stock leafs to have your ride exactly how you want it. Just my opinion.

Now it's back to how it was originally in the rear. I'll post pics. I wish I had take. A pic with the leaf spring over the axle I just didn't think to do it.
For reference here is my cart with a 6" front & rear lift with HD rear springs and 22" tires

The spring shackles are your problem. The All-Sports 3 inch lift kit requires you to replace the factory spring shackles with longer shackles. That's how the 3 inch lift is provided. It still keeps the spring underneath the axle tube. You've added your 4 inch kit by putting the springs on top of the axle tube, but left the 3 inch lift shackles on the cart. That's why you've got 7 inches of lift in the back of the cart. You need to order a set of factory spring shackles for a Precedent and your problems will go away.

It was still sitting too high with the factory shackles installed. This weekend I tried again. I removed one of the leafs (there were four). Installed the factory shackles and moved the spring on top of the axle. Now I think it looks perfect. Next I'll get the disc brakes installed which is what got this whole thing started.

If anybody is interested in the after pic... After getting the 4" lift right I put on 12" wheels with 21" tires. The wheels are "diamond" wheels that are sold on the ezgo website. The tires are vision VX. I found them on Amazon.
