You are troubleshooting a circuit consisting of 9 lengths of wire, 4 switches, a solenoid coil and 18 crimped-on connectors all connected in series. Any one of those could be causing the problem, but the most likely culprit (after the reed switch, which is probably good since you got to step 19) is the in-line connector between the pedal box and wiring harness.

The throttle circuit also passes through the same 4-pin plug and your problem of the wheels not move when tires are on the ground may be throttle related, but that possibility is speculation on my part.

FWIW: The purpose of that in-line plug is to make assembling the cart easier at the factory and has no viable reason to exist once the cart is assembled. In fact, it is the source of countless failures in the field.
