2004 ezgo txt series cart - no go

Thank y’all in advance for any help or advice.
Cart is currently not where i can access but was able to put a meter on it before I left.
Cart is a 2004 ezgo txt series cart. Sporadic problems not going in reverse at first but now it won’t go forward or reverse.
36 volt. 2ga wiring, hd f&r, hd solenoid, altrax SR48600

Solenoid will click but cart doesn’t move. Pack voltage was just over 38v.
B- to battery side of solenoid is just under pack voltage. Like 37.8
Went to test solenoid, remove resistor from one side of solenoid and solenoid will not click / engage.

Throttle pins from ITS has 6 volts at click and reduces to 4.5 at full pedal. I’ve read where this should be 10 v and reduce to 6v. Could this difference prevent controller from engaging?
