1999 gas carryall limit switches reversed

My fe350 carryall powers the starter solenoid with the key on and in forward or reverse. When the gas is pressed and the micro switches on the governor cam are released, the starter cuts off. Off is on and on is off. Replaced the switches and reversed the wiring on the switches to no avail. Anyone ran into this?

Is this a pedal start cart or key start?
Pedal start carts will have two switches on the throttle cam.
Key start will have one switch on the throttle cam and a red/orange colored 6 pin relay in the electrics box.

It is a pedal start. It has two limit switches on the forward reverse switch and two limit switches on the throttle cam. I have replaced all of them.

Compare your wire placement with the diagram here from the stickies section:

If wires are on the wrong pins or switch/swapped you will have the problem you described.
