It's hard to tell from the pics if the tierod bolt is bent, maybe the whole tie rod on that side a little. just wondering what you hit? you can see if it's bent when you take it apart.
kinda looks like if you just moved that side tierod out a few turns to get the toe-in back right it would get it much closer to right. real hard to tell from pics about the castor/camber without seeing it from all angles. You should be able to set the toe back to none or a little less in the front to see if that helps. you can use a tape measure to get the the front and back of the rims equal distances or even measuring off the same point on the tires will work. some people will use a curtian rod, string, or some other device to get the proper distance between the wheels. ezgo says set the wheels with a 1/8"-1/4" toe-in in the front, not sure what TT says about this though. equal or a little less would be what i'd shoot for.

first thing I would do is measure and see how far it's off. this should be done with the wheels as straight as possible. It looks as though you can loosen the locking nuts on the tie rod tube and turn the tube how ever many revolutions it takes to get it close. turning the tube should move the wheel out or in depending on direction you turn, you want to have the tube end up in the same position its in now for clearance.

I saw that too. It looks like the bearing is gone. ( I know it's still in there but by the way it looks, it looks like it's gone).

I would first make sure a wheel isn't bent. This is important before you check the alignment. Make sure the cart is on the ground and settled when you take a toe measurement. Roll it back and forth to make sure the wheels are settled to their normal position. Then take the measurement about half way between the top and bottom if you can. you can make a tool to make that easier.
