How many volts max should the battery pack read while charging?

It depends if it is a 36V, 42V or 48V battery pack, the type charger and the charge profile (or battery brand) the charger is set to.

If it is a 36V pack and a ferroresonant transformer type charger, the max on-charge voltage is typically in the 44v to 46V range.

If it is a charger that uses dV/dT (change in voltage over change in time) technology, the on-charge voltage may go as high as 50.2 for a 36V pack using a Trojan Battery profile.

Just spotted that you put the pertinent charger info in the post title rather than in the text.
For a PW-II, which is a ferroresonant transformer type and uses a Trojan battery charging profile (attached), it will most like max out in the 44V to 46V range.
