The belt should be 1 3/16" wide. If the spring in the primary clutch is weak then it can't balance the fly weights properly and it will "slam" closed. I would start with the belt then look at the clutch as a culprit.

What shape is your secondary clutch spring in? If its real weak and worn it would easily engage in my opinion.
