Default Workhorse front hubs are not 4/4 bolt pattern

I've got a '98 workhorse with front hubs at have a 3.75" bolt hole pattern. The rears are 4-on-4. Is this normal? Has a previous owner swapped out the originals?

I'm eventually looking to add a drop front axle and upsize the stock 8" wheels and tires as my funds allow. New hubs are around $45 each. What are my options?

My 98 workhorse has 4x4 hubs in rear and front. Yours look like a small trailer hub to me in the picture
