Thanks 1423....So how low do I go with the pressure regulator? Also, if I put a tee on the gas line after the pump and returned some of the fuel back to the tank, would that reduce the high pressure ??? I noticed the old stock pump on the engine so I assume it is bad or I wouldn't have the electric pump on the cart.

First make sure this is your issue.
Can you use another tank and gravity feed the carb for a test? Dont forget to disable the electric pump or at least feed it back into the tank.
If so does the issue go away with gravity feed or do you still have flooding?
Went away its your issue.

There are many varieties of the cheap universal regulators.
Some have a return line and some do not.
Check the box for install instructions.
The ones that do not have a return sometimes still have 3 lines.
1 in 1 out and a breather tube.
Hook up the regulator in the location you want it.
If you can only get one with a return you will have to plumb one.
Should show recommendations in the instructions.
Could thread a fitting to the top of the cap or the tank.
If you do that route add a dip tube to put the fuel into the bottom and not fumigate yourself. Air fuel vapor boom!!!

For setting up after it is all installed unhook the line at the carb and place it into a bottle. Set the regulator at the lowest pressure setting. Make sure the pump puts fuel out at the bottle. If it does not turn it up a little until you have fuel. Some shut the fuel completely off on the lowest setting.

Tried the gravity feed and it won't start ...Thinking of buying a stock fuel pump and another carb. Maybe the high fuel pressure from the electric pump screwed my carb up??
