Yes and yes, that's the cable and it attaches to the bronze swivel ... It's funny, I actually have an EZGO that i don't think I've ever USED the choke on, unless it's really cold (like under 30) and I have others that need a bit of choke even in the middle of summer or they just won't go, LOL
