Default Battery charger question

I just purchased a 1995 Medalist that had been parked for a while. With the cart I received a Powerwise 36v charger that appeared to be faulty. after reading some info on here about the Powerwise chargers I bypassed the charging board to verify it was bad. After I did this the charger would hum when I plugged it in the outlet but when I connected the cart the voltage needle on the charger didn’t move. I checked the batteries for water and cleaned some corrosion from the plug connection but the needle still wouldn’t respond. Not sure how long the cart was sitting dead but does this look like battery replacements?

What is the voltage of each battery and packs voltage.
If pack voltage is too low charger will not “kick on”and charge batteries. You may need to charge each battery separately to get the voltage up to minimum voltage before charger will work.
Quick search here will give min. Voltage needed for charger to charge batteries.
Batteries may be ok. Can you read the date stamped on terminals?
Example stamped 09 means 2009 baterries.

If they are low you can try charging 2 of the batteries with a 12v automotive charger. You can leave them connected with the other batteries when charging them.

You sure it's a Powerwise? Medalists are often a Total Charge III and they're bad about popping transformers around these parts.
