Ok this is the weirdest thing the cart rolls now freely and yes i had the brake off when winch it on my trailer but the wheels where stuck solid maybe the cable/spring where hung up and the long ride home( just took off the trailer today) made it free up but its free and rolling non the less maybe i should have off loaded the cart before this topic and then woudlnt have needed the topic LOL anyways thanks for everyones help and advice

Yeah go through the brake system I replaced both cables on my cart when I went through it one was actually frozen inside the housing and the left cable would not operate they are cheap I think I paid $23.00 for both. I do need to get new shoes they do chirp and its annoying! But it does stop!
