Default Rear brakes or drum too tight

I have a 89 Marathon and have been fighting an overheating of the cables when driving around for a little while (see previous posts by me). I pulled the right rear tire off to look for an air leak and found that I could not even turn the drum. I used a puller and got the drum off where I could back way off on the shoes and make it where I could put the drum off and on easily. Then when I put the castle nut on and tightened it up I could no longer turn the drum again. I had to back off the nut until it was free and then put the cotter pin in. Now the cart rolls easily by itself when off and also faster when running and it appears no more cables gettting hot. I think it was dragging so bad that it was overloading the motor and causing the cables to burn. Now the car seems to be acting normal but I am concerned about the castle nut not being on far enough. Is there supposed to be a washer or something to stop the drum from going on too far and hitting the backing plate or whatever it is that locks it up? Give me your best idea. Thanks,

My manual says tighten to 70 ft/lbs and then a little more if needed to line up the cotter pin.

If I do that then the drum goes to close to the backing plate or even hits it and then I can't turn the drum. Something has to stop the drum from going down any further than it is.
