Default 01 EZGO rear end issue

I replaced both hubs , batteries check out at 37-38V still cart won't move. Removed motor and upper diff spindle unit turns in my hand while cart is on garage floor. Cart does not try to move while I turn the upper diff. spindle. I hear there is a differential exploded view in 28148G01 but cannot find it anywhere. Gear problem? Should I drop the rear pan?

Does the solenoid click? If it does than how many volts do you have coming out of the solenoid? There are many places to look b4 going into the diff.

You could have solenoid, controller, its switch, reed switch, bad connection, bad f-n-r switch. the list goes on and on.
