I found this out when I put my drop spindle lift on my club car, before I had my new wheels and tires. The wheels hit the spindle, so I tried to turn the wheel the opposite way and it was the exact same clearance issue.

Measure your wheel from hub center to outer lip and post your results. I'll find a stock set of mine and measure them

Your front assembly looks stock. If this is something that is just occurring, jack up your front end and see if the hub bearings have a lot of play in them. If so, they may be bad. It doesn't take much play to let the top of the tire tip in.
The only thing that has me in doubt, is that usually the bearings on both sides won't fail at the same time. The inner seal on the hub in the second photo looks suspect! While you have it jacked up, check the kingpin bolt bushings ( spindle ) too. If they are worn they'll let the top of the tire tip in also. |

Figuered it out. Steering arm has a slight bend in it and the tire's rim was seating over the shoulder of the hub, thus the tire was up against the arm. Switched tires and put a spacer behind the wheel and it clears now. Half *** I know, but a very old cart thats pretty beat.
