it will run
if i jump the silanoid it will run the green wire on thback of the key switch is not hooked up

ok so what are you saying? 1st what year cart and voltage........if theres a wire not hooked up maybe thats your problem, at this point i can,t tell you what the green wire is for have you tried tracing it to where it goes? it may be for solenoid activation circuit maybe.....................................
