Default Club Car Controller test .

i have a 99 club car and it will not do anything but charge the batterys. battery are brand new it is a 48 volt system. when you push the pedal the solenoiud engages but the cart dose not move, is there a way to test the controller, i know how to test a ezgo controller but not sure on a cluc car. thanks.
