Governor Cable

Looking at my Cart, noticed the Cable is Rigged Currently. Looks like the plastic clips are broke, and they used Zip Ties to Hold it in place.

Want to replace/ fix this cable, Looking at the Info Provided to me (Illustrated Parts List & Repair & Rebuild Manual) looks like this is actually the Governor Cable ?? Part No 102336001 cost about $12-15. Looks pretty easy to replace !!

Forgive my ignorance, I am trying to learn the cart and what is what. I originally thought it was the accelerator cable. but looks like the acc cable goes from pedal to the transaxle to a linkage/ lever then the governor cable goes from trans to carb.
