Default 2006 Emerge Throttle Testing

This is the first Tomberlin cart I have worked on. The cart doesn't run. I'm thinking it's the controller. I have tested, motor, fuses, solenoid, tow/run switch, brake switch, (no continuity with brake off, continuity with brake on). Not getting a solenoid click. I jumped the ground to the solenoid and got it to click with still a no go. I think the throttle signal is the only thing left to rule out before getting another controller. What is the best way to test the throttles in this thing? Any other tips for checking the controller? It has the GE. Thanks!
