Need Help with 2013 48v Star solenoid no click but tests good ?

Solenoid is not clicking so I took it out and I tested it with 48v from battery pack, it clicked and made contact on the mains every time. I reinstalled it and check voltage to one of the small leads and get pack voltage 50v before pushing throttle. But also get voltage on the other lead could it just be leaking through?. Does the controller send a ground when the throttle when the Throttle is clicked ? Just trying to figure out how it gets the ground to click. I have a wiring diagram but cant seem to figure this one out. Also my 1311 handheld says Aux coil. Someone installed a new throttle might have had the wires wrong. I went through them and reinstalled them with no change and now I put the old throttle that came with it back in but am waiting on the 20amp fuse because I blew the fuse when I grounded the solenoid. Figured I would see if anybody has any experience.
