Well, if the fuse is blowing then there is for sure a short somewhere in that leg of the circuit. Locate a reference point in the diagram such as the solenoid. Then trace each wire from that point. It is possible that the pedal box has gotten water in it or the pedal switch is shorting out. The wire coming from the pedal switch should be dead until the pedal is pressed with the key on. When the pedal is pressed it then energizes the ignition circuit including closing the solenoid. Look in the service guide at section "L", it describes the process for diagnosing the circuitry.

Also, section "F" describes how to pull the limit switch. If I remember you will have to pull the left sill plate and lift up the floor mat to get at the top of the pedal box.

Is it the Accelerator limit switch?

Do you think this would also be causing my fuses to blow?

Something on the opposite side of the fuse from the battery is shorted. The switch itself could be rusted or otherwise stuck closed. This would be why the starter turns as soon as the key is switched on. Imho

Use your digital volt meter set to ohm and identify the wire from the fuse to the key. You'll need to trace those wires so that you can unhook one end and then ohm between one end and the frame of the cart. For anything other than a ground wire you should not see it ground out. That may not make sense
