I called my local dealer wanted to do a service on it for $199. She said the speed update might cost more. I just bought the passkey.

Passkey will set cart to 17 mph.

With programmer you can set to 19.5mph

no cost (except 15 min max labor) to program from 17 to 19mph.

Key to unlock CURTIS controller does cost money.
Danaher is reprogram only -- no key req.

Do you guys have the manual for the curtis programmer? I have a Freedom controller and now have access to a programmer. Which setting do I adjust to go from 17 to 19.5? Many thanks!

EDIT...Sorry, I was a little too quick to post. Found the setting. It's in Profiles -> Freedom Mode -> Max Speed. I was looking around in System Configuration incorrectly.

If your Rxv is a 2012 & prior model with a Danaher controller, that is correct (& passkey is not for you). The plug still exists on 2012.5 & newer "Curtis controller rxv", but it serves no function for diagnostic/programmer handheld. On newer Curtis model, the programmer port is zip tied to the main positive battery cable. The programmer & the passkey use the same port. I believe the 9-pin port under the dash was left on newer models for a umbilical cord used when towing several at once (fleets).

If you have the Curtis version, I have my programmer with me and I'm in the area searching for a parts RXV. A few places I'll be checking are in SC. I can bump your speed up if you have the Curtis 2012 and you have stock sized tires. If you have large tires you won't have the torque to do much more. Send me a PM with your contact info. Freedom mode is not required.
