Do you have battery voltage going to the starter/generator while the engine is running - no just while cranking on the starter? Am I correct that your Carryall would be a key start?

Is the voltage regulator the small box about 1.5"x1.5" and has 3 or 4 wires?
Some regulators supply current to the field coil, and some ground the field coil to control charge voltage.
Kinda hard to know exactly which yours should be without a manual, but usually you can ground the field wire for the coil and see if the charge voltage goes up. If it doesn't, then you may need to supply 12v to the coil.

Also make sure you check any fuses that may be in the electrical supply box. Sometimes a regulator burns out and takes a fuse with it.
