So I have checked the blue wire off of the charging port and it seems to be fine.
I took the brake off and switched the plugs reinstalled and switched plugs back and still will not move.
I checked the voltage to the pigtail leading into the brake and I have 0 volts at startup. Is this normal? I would think during the key on cycle it would need voltage to check to make sure its working properly?
This RXV has really got me stumped on this one!

I don't think the start up test tries to unlock the brake. It tries to turn the motor and fails the test if the motor turns. Sometimes when the brake has failed or is about to fail the cart will move a little when you turn the key on.

Even though you checked the blue wire look at the front of the charge port and make sure the green led isn't on. Other than fuses or wiring problems I can't think of anything else. Maybe the run/tow switch.

It really helps to get a hand held on it to see what errors you have. Mine has been a real beast to get going. These RXVs are a lot like a car in the complexity of how things work with them. I think with the cart in and in forward or reverse you should have voltage at the pigtail for the brake. Search for the rxv advanced troubleshooting guide, it’s been linked here a bunch.

The controller just briefly checks for "is brake coil present", then it trys "can it withstand a twist test". If it fails a "twist test", cart isnt qualified to "go".

I am thinking about getting the curtis 1313-3231 scanner. My question is will this work with helping diagnose the issue before I spend the $600 on it..

Yes but you should be able to find one cheaper than that. Also will need the adapter if it has the round diagnostic plug.

I found it on amazon with the adapter plug for $604. Is that about the correct price. I wanted the dealer scanner for more options and to be able to tune the speed etc.

I bought mine local for cheaper but where I bought it from is shut down right now because of covid. If you are computer literate you can make a cable for less than $50

You should buy a level 4 "oem" handheld, not a level 3 as in the prior post.
