OK. . . . how about a visual? Comparing the two engines visually - no engine tear down, just lifting the seat and looking at the engine. How do I tell the difference between the two?

There should be a sticker on the engine shroud...

FE290 = 9.5 hp
FE350 = 11.5 hp

And yes, 30 MPH is achievable with a low hour FE350, disabled Rev limiter, zip tied Gov spring, 6" lift, 25" tires, and a couple of other do-dads.
but you have to be careful at those RPM's... the valves will start to float!
So it's not recommended to run a constant 30 MPH for long periods.
