Default 1990 EZGO Marathon stutters when gas pedal is depressed

I have a 1990 Marathon. After riding for about 30 seconds the power stutters on and off. If I release the throttle and depress it again it will accelerate and die stuttering again erratically. I have checked the potentiometer with a multimeter and it reads 0-5300 ohms through the pedal travel. All the connections are clean and tight. I took the motor out and checked the brushes and they are about 75%. I have replaced the solenoid and resistor but the issue was present with the new and old one. I believe the cart has a Curtis controller.

I am out of ideas. Anyone have suggestions on what to do?

I also checked the micro switch on the throttle and it doesn’t fluctuate when the stuttering happens.

What is the battery pack voltage while stuttering?

I’ll hook the multimeter back up and check but the best I could tell when riding around with the seat off was 38.5. I can’t replicate the problem on Jack stands. I bought some clip on test leads today. Batteries are fairly new only about 6 months old
