At my wits end with 2009 Precedent!

I am building the last of a group of 2009 Precedents 48 volt carts. I had problems with several pedal assemblies where the parking brake would not set. I replaced several of these assemblies but have an issue with the throttle sensor on this last cart. I am used to the MCOR style throttle sensor and this cart has a much smaller version of it. Basically, after trying several pedal assemblies I am still not getting the throttle percentage output when the gas pedal is pressed. It shows foot input is on (on my handheld) but 0% throttle output which will not engage the solenoid (in other words, no solenoid click). I even bought the conversion kit where the regular sized mcor is used that is attached to this smaller throttle sensor that plugs into the harness but no go! If anyone is familiar with this problem can you please help me out? Thanks!
