Why not utilize the best of both worlds and have a High Speed GE Torque Motor.
It will climb the hills with ease and scream across flat terrain like my club car DS that's in the for sale section. That's like buying a car with a volume limit on the stereo.. Although you can hear it what if one day you wanna turn up the volume? "Well, you can't" - ignorant from that light

The answer to that is simply that the motor wasn't made specifically for golf carts. It is also used in fork lifts, tugs and other electric vehicles where low end torque is needed rather than high RPM.

In fact, very few of the motors found in golf carts are specifically designed for golf cart usage. They are typically an off-the-shelf traction motor that meets or approximates the golf cart engineer's design criteria.

Also, 1600 RPM is not your motor's max RPM at 36V, it is simply the RPM at which it develops the hp listed on the label. At 15 MPH on 22" tall tires with a 12.44:1 gears, your motor is spinning at 2851 RPM.

If you went to a 48V battery pack, the max RPM would increase by 33% to about 3792 RPM, which is about 20 MPH on 22" tires with stock gears.

As for solenoids, the voltage rating is the voltage the electromagnetic coil is designed to operate at and has nothing to do with how many amps the contacts are designed to pass. In and of itself, the solenoid has little effect on cart speed. If it is undersized, the low end torque will suffer greatly while the top speed may be reduced slightly. Rough the same affect as having undersized high current cables.

Replacing the stock solenoid (85A) with a 400A continuous/1000A peak solenoid (or larger) may improve your cart's low end torque and it may improve the top end slightly.

I conclude that HP equals Torque times RPM divided by 5252.

I also conclude the a GE D394 motor produces about 26 ft/lb of torque at 1600 RPM.

In addition, I conclude that the motor in Role's cart has to produce about 6.1 ft/lb of torque to propel it at 15 MPH, so excessive mechanical drag may be holding the top speed down a bit. (Low pressure tires?)

I've got some 215/40-12 Viper Wheels on it now.
I definitely think mechanical drag may play a significant role in its performance.
