The charger should take it up to around 45v

But if at rest the were 36 and now showing 39 you know it's putting something to them

That sounds about right for start up voltage. Like Clemson said it should take up around 45 or so before it shuts off.

Batteries are at 38.5. Still don't have anything! No click from the solenoid. Have Power on Micro switches of the FNR switches..blue and red wires..Did continuity check on Pedal MS.its ok. Now What?

Do you have a red/white small wire coming out of the back side of the Charging Receptacle ?

Yes I do. It is wired straight to the large white wire.

Check and see if you have pack volts on that wire, If not. Sounds like your reed switch is bad. Do this. But after you do this. You can drive off on the cart while the charger is plugged in

Reed switch has been bypassed. Have 38.7 volts on the wire.

Check and see if you have pack volts on the two small wire + and - on the solenoid, when the key is on and the go pedal is pressed. You need to do your testing with the rear wheels off the ground. So the cart don't take off while your working on it

Is the solonoid good? Maybe we need to do some tests on it?
