Ok started by putting in neutral and rocking the tow switch and checking fuse. Still bould not roll in tow. Checked power at the switch and had 5 volts. Being the wires were spliced together I checked before the splice and there was 48 volts. Fixed wiring and now you can here brake releasing when the switch is switched. Rode the cart for about 5 minutes or so with no issues, brake got pretty warm but not blistering hot. Torqued bolts to 50 in lbs and seemed to help. Other guy working on it said he would get a good charge on it and see how it works from there....
